Can a person develop into a sociopath over time?

my brother has all the symptoms of a sociopath, but they have only really progressed into affect over the past few years. our father is full fledge sociopath, and as time goes on he becomes more and more like our dad. this was once my brothers biggest fear, he would study psychology and was determined to not be like dad. but now at 27 he a younger version of our abusive father.
